Others like Tata Power, GMR, Jindal Steel and Power have evinced interest in pithead coal projects put on competitive bidding route. However, Reliance Power will not be able to bid for Surguja project as the government last month notified that any group with three UMPPs at pre-commissioning stage cannot bid for a fourth UMPP.

The government has till now allotted four UMPPs at Sasan (Madhya Pradesh), Mundra (Gujarat), Krishn-apatnam (Andhra Pra­desh) and Tilaiya (Jharkhand). Three of the four projects are with Anil Ambani’s Reliance Power.

The company cannot bid for a new UMPP till all the units of at least one project are commissioned. The first two units of the company’s Sasan project are likely to come up during 2012, while others are slated for commissioning in twelfth five-year plan. The government’s notification to hike performance guarantee has also come into effect with the Surguja tender. The government has said that companies bagging second UMPP will have to shell out Rs 11.25 lakh per mw as bank guarantee aga­inst Rs 7.5 lakh per mw if it is the first UMPP.

In the technical bids offer, PFC said the project includes establishment, operation and maintenance of a 4,000mw coal-fired pithead power project including transportation of coal from allocated mines in Hasdoe Arnad coalfields located about 25 kms from the project site.

The last date for submission is May 3, 2010. The technical bids would be evaluated and price bids would be called from qualified companies.
