details on time failing which they would be denied promotion and empanelment to senior level postings.

The Department of Personnel and Training (DoPT) has also asked senior bureaucrats to avoid words like "same as previous years" and "no change" and directed them to provide full information when submitting Immovable Property Returns (IPR).

The DoPT observed that in respect of years 2009 and 2010, officers have not adhered to the due date and in several cases, the IPRs were received by the Department much after the time line and only after repeated reminders. It advised them to furnish the IPRs by January 31.

"While furnishing the IPRs, it may be ensured that usage of phrases such as 'same as previous years' or 'no change' are not done and full particulars of the immovable property inherited/owned/acquired or held are furnished," it said in the latest circular.

The DoPT said that the officers "who do not submit the property returns by the prescribed time would be denied vigilance clearance and will not be considered for promotion and empanelment for senior level posts in Government of India."

The cadre strength for Indian Administrative Service (IAS) is 4,356 while it is 4,720 for Indian Police Service (IPS).
